The ongoing construction of a powerful nation of higher education symbolizes that the higher education in China has entered a new historical stage. The current roles and future developments of educational agencies become more prominent. In spite of this， there are still many practical difficulties and theoretical problems in current Chinese non-governmental intermediary organizations. The clarifications of the definitions on those non-governmental intermediary organizations will guide the current education agency management innovation and development.
