公民伦理是公民社会伦理生态结构中的基础性构成，它形成并作用于公民的公共交往和公共生活，呈现了个人以公民身份与其它公民进行交往时所应遵守的行为规则。作为公民德性核心要素的民主、平等、责任、信任等价值观念，是公民社会伦理生态结构中的主导元素。现代公民教育通过创设有意义的公民生活情境，以交往、对话和协商为主要方式，促进了公民道德理性水平的提升，是公民社会构建伦理生态的重要推动力量。

The citizen ethics is the basic part of the ethical ecology of civil society. It forms in and functions on citizens public communication and life， and presents the behavioral rules to abide when an individual as citizen communicates with other citizens. The values such as democracy， equality， responsibility， trust and so on， which act as the core elements of civic virtue， are also the dominant elements in the structure of civil society s ethical ecology. Modern civic education， with dialogues and consultation as the main ways， facilitates the improvement of the civil moral level by creating meaningful civic life situations. It has become important driving force in the construction of ethical ecology in civil society.
