我国教育督导机构改革的现实诉求与发展趋向

教育督导机构如何在教育管理运行环节中保持其独立监督的地位是世界各国教育督导面临的重要问题。目前我国教育督导没有形成统一的组织机构，各地方教育督导机构普遍缺乏独立性，这进而导致教育督导的权威性和功效性大打折扣。比较与借鉴国外教育督导机构的设置，结合《国家中长期教育改革和发展规划纲要( 2010 － 2020 年) 》的要求，我国教育督导应探索建立具有相对独立性的教育督导机构，建立督导人员的选拔与培训机制，改革督导机构的具体职能，理顺教育督导机构与教育行政部门的横向关系，形成独立行使督导职能的教育督导体制。

The educational supervision institutions in China have no unified organization， lacks of independence， the authority and efficacy. Comparing foreign educational supervision institutions and according to National long - term education reform development plan， we could explore to establish the educational supervision institutions with relatively independence， rebuild the selection and training of supervisors mechanisms， reform the functions of supervision and form the independent educational supervision system.
