韓國近年以人工智慧（Artificial Intelligence, AI）為核心推動全民終身學習轉型，結合法規、政策與地方治理構築完整的教育生態。自2022年起，政府透過《AI基本法》與「國家人工智慧戰略委員會」建立跨部會協作架構，確立AI驅動的終身學習方向。在高等教育層面，以大學為據點推動AID 30+在職者數位再學習計畫，提供密集課程與組合課程，並引入數位學習券，以提升成人學習可近性。韓國亦建置多元平台，例如K-MOOC、全民終身學習平台（온국민평생배움터）與GSEEK，整合線上課程、職涯發展與學習歷程管理，擴大公共教育資源的可及性。地方政府也積極投入，透過共享學習空間、大學合作課程及社區化終身教育方案，推動地區化的AI終身學習實踐。整體而言，韓國成功建立高可及性、包容性與具制度整合性的終身學習體系，促進國民數位素養提升與產業轉型需求的銜接，也為全球數位型終身教育政策提供具有參考價值的示範。

South Korea has recently advanced a nationwide lifelong learning transformation centered on artificial intelligence (AI), integrating legislation, policy initiatives, and local implementation into a cohesive system. Since 2022, the government has established a cross-ministerial governance structure through the Framework Act on AI and the National AI Strategy Committee, providing clear direction for AI-driven lifelong learning. In higher education, universities serve as key hubs for the AID 30+ project, which offers intensive and bundled digital upskilling programs for adult workers and is supported by the introduction of digital education vouchers to enhance accessibility. The national platforms– K-MOOC, the On-Gukmin Lifelong Learning Platform, and GSEEK– expand access to high-quality online learning by integrating course offerings, career development resources, and unified learning-record management. Local governments further reinforce the national strategy through community-based initiatives such as shared learning centers, university– local collaborations, and region-specific AI learning programs. Together, these measures create a highly accessible, inclusive, and well-coordinated lifelong learning ecosystem that effectively strengthens citizens’ digital competencies and aligns with national industrial transformation needs. The Korean model demonstrates a comprehensive approach to leveraging AI for lifelong learning and offers valuable insights for countries.
