中文摘要 | 本研究旨在針對新住民學習中心的組織運作情形、特色與所遭遇挑戰進行深入探究。本研究透過電話及 e-mail 方式邀請全國 39 所新住民學習中心參與研究,最終共有15 所新住民學習中心回覆同意參與本研究,研究者乃進一步與該中心之主管或教師確認時間,進行訪談,以蒐集資料。在資料處理方面,本研究將訪談內容轉譯成可分析的逐字稿,經反覆閱讀與檢視,並依據研究目的與問題屬性歸納主題,最後提出研究結果。研究結果發現: 1.新住民學習中心的運作現況:新住民學習中心之組織運作能結合多方資源,以策略聯盟合作模式推動課程,課程設計注重新住民需求與興趣;2. 新住民學習中心的運作特色:新住民學習中心運作會依教育部規定,以及各地人口、師資與資源進行調整,設計多元特色課程;3. 新住民學習中心的運作困境:新住民學習中心在運作中面臨人力不足、招生困難、目標不清、資源分散等挑戰。針對新住民學習中心的運作,本研究從微觀(現場運作)與鉅觀(組織定位與政策)兩個層面提出建議。

英文摘要 | This study comprehensively examined the organizational operations, characteristics, and challenges faced by immigrant learning centers. Invitations were sent to 39 immigrant learning centers across the country by telephone and email. Of these centers, 15 responded and agreed to participate. The administrators and teachers at these centers were contacted to schedule interviews for data collection. Interviews were transcribed into analyzable verbatim transcripts, which were thoroughly reviewed and analyzed. Themes were identified on the basis of the research objectives and the nature of the issues. Finally, research findings were presented. The results of the study are as follows:1.Current Operations of Immigrant Learning Centers: Immigrant learning centers use various resources and employ a strategic alliance cooperation model to promote their courses, with curricula designed to meet the needs and interests of immigrants.2.Operational Characteristics of Immigrant Learning Centers: Operations are adjusted in accordance with Ministry of Education regulations, local population demographics, teacher availability, and resources, enabling the design of diverse and distinctive courses.3.Operational Challenges of Immigrant Learning Centers: Immigrant learning centers face challenges such as insufficient staffing, difficulties in student recruitment, unclear objectives, and lack of resources. Overall, this study provides recommendations from both micro (on-site operations) and macro (organizational positioning and policy) perspectives.
