中文摘要 | 科技之進步,使得網際網路之應用普及化且極具便利性,卻也因而產生諸多問題,資訊隱私權即是其一。在臺灣,中小學課程已有隱私權教育,故在中小學實施資訊隱私權教育應不會有太大的困難或疑慮。由於資訊隱私權涉及《個人資料保護法》(以下簡稱個資法),而實證研究發現,中小學教師對個資法存在中度或低度理解的情況,為讓中小學教師學習及了解個資法規定,並且能夠正確教導學生,本文透過新聞事件與判決案例說明個資法之重點內容,包括「個人資料之範圍」、「特種個人資料之蒐集、處理或利用」、「一般個人資料之蒐集與處理」、「一般個人資料之利用」、「不適用個資法之行為」,以為參酌。 |
英文摘要 | Due to advancements in technology, the widespread and convenient use of the internet has also led to various issues, one of which is information privacy. In Taiwan, privacy education is included in primary and secondary school curriculum, so information privacy education can be implemented in primary and secondary schools. Since information privacy will involve the Personal Data Protection Act (hereinafter referred to as the PDPA), empirical research has found that primary and secondary school teachers have a moderate or low level of understanding of the PDPA. In order to let primary and secondary school teachers understand the provisions of the PDPA and be able to teach students accurately, this article uses news events and examples from case studies to explain the key aspects of the PDPA, including: 1. the scope of personal data; 2. the collection, processing, or use of special personal data; 3. the collection and processing of general personal data; 4. the use of general personal data; 5. circumstances under which the PDPA does not apply, serving as a reference for the study of primary and secondary school teachers. |
