以全人的觀點談臺灣低視能服務模式建構與整合之必要性

Viewpoints of Constructing and Integrating a Holistic Low Vision Service Model in Taiwan

在醫療資源、社會福利與教育制度均健全的臺灣，低視能病患的連續性服務卻極為缺乏。本文列舉美國與臨近的日本、香港低視能服務發展的歷史與經驗，加上對臺灣目前低視能門診與部分縣市低視能服務現況的檢討，避免低視能服務模式在臺灣推行時重蹈美國及其他國家低視能服務的問題，本文所欲架構的單一窗口全人低視能服務，囊括的領域不僅應包含醫療、科技、教育、職業、與社會福利，服務的對象更應擴及全部有需求的國民，也就是由上游至下游的貫徹服務。

Medical resources, social welfare, and education system have been developed in Taiwan; however, continuing services for individuals with low vision is not sufficient. The purposes of this article were to describe low vision services in the United States of America, Japan and Hong Kong, and further to analyze the current situation in Taiwan. It was recommended that low vision services should be provided through a constructed process including medical, technological, educational and occupational resources as well as social welfare to all citizens with special needs.
