关于高校“去行政化”议题的省思

The Reflective Thinking on the “De-administrationalization” of Chinese Universities

我国高校的“行政化”不等于“官僚化”，它的部分问题恰恰在于由“官僚化”体制的不足而带来的权力约束不足，以及权力运行的随意性。由于现实中行政权力和学术权力间界限模糊，“去行政化”的要略在于：一方面，需要减少日常工作管理中过多的行政性繁文缛节；但另一方面，在有关核心正式制度环节上，反而需要强化程序的规范性和对行政与学术权威权力运作的刚性约束。

The “administrationalization” is unequal to the “bureaucracy” in present context， partly because the limits of “bureaucracy” could not effectively exercise the constrains on power， and the arbitrary exercise of power. Because of the blurring of distinction between administrative power and academic power in reality， we should work out the strategy of “de-administrationalization” as follows: on the one hand， we need to reduce the excessive red tape in daily administration; on the other hand， regarding some crucial formal rules， we need to strengthen the normative administrative procedures， and the rigid constraints of power operated by either administrative or academic authority.
