Study on the Federal Government’s Policy of Teacher Quality Assurance in the U.S. : Based on the 1998 HEA and 2001 NCLB

为实现整体提高基础教育教学质量的目标，美国联邦政府在监控和保障教师质量方面证发挥着史无前例的作用。1998年和2008年的《高等教育法》修正案以及2001年的《不让一个孩子掉队法》的相关条款确立了美国教师质量保障政策的法理基础，体现了美国选择性路径时代美国联邦政策导向下的教师质量保障体系六个方面的特点。

In order to improve the teaching quality in K--12 schools entirely， the federal government is playing an unprecedented role in supervising and ensuring teacher quality in history. The amendment of Higher Education Acts in 1998 and 2008， and No Children Left Behind in 2001 have established the foundation of teacher quality policy in jurisprudence. The federal government’ teacher quality assurance policy shows six characteristics.
