Analysis on the Measures of Forming the Russia’s Federal University

俄罗斯高等教育先后经历了高等教育的市场化、发展民办高校、独立自主招生转向国家统一高考等过程，目前正致力于打造世界强校，积极组建联邦大学。中国高校也经历合办、扩招、大学城建设等阶段。两国的高等教育改革有一定的相似性，俄罗斯组建联邦大学出现的问题与对策对我国具有参考与借鉴价值。

Russian higher education has gone through the higher education marketization， the development of private colleges and universities， and the transforming the independent entrance exam into the entrance exam of national unity. Recently， Russia is currently trying to build the top university in the world， and form the Federal University City construction. The two countries’ reforms of higher education have a stronger interaction and the problems of forming the Federal University of Russia have a value for reference.
