Egyptian Higher Education Enhancement Project Fund（HEEPF）is to provide financial assistant to the priorities in the Egyptian higher education strategic plans. It aims at stimulating the vitality， enhancing the quality and efficiency and promoting the healthy development of the whole higher education through adopting competitive financial mechanism within pubic higher institutions. This article gives a brief analysis of the background， contents and evaluation of HEEPF.
