Technical and Vocational Education Development and Status in the Russian Federation

2008年，受到國際金融環境的劇烈衝擊，以及俄羅斯聯邦國內政經環境的轉變，俄羅斯的職業教育體制不僅以國家工業發展的實用主義為其主要發展路線，也進行職業教育計畫的現代化更新，以符合時代的需求。本研究分別從俄羅斯的政經背景、職業教育政策與制度、職業教育現況與問題逐一探討。經過對俄羅斯2008年的政經環境研究與教育文獻分析後發現，俄羅斯聯邦職業教育不僅開始注重學生的職業技能，重新調整職業教育類科，對於難以預測的市場產業需求類型，俄羅斯更強調學生創新的能力，力求職業教育課程的多元化，務使教學方式具有豐富性與時代性，在學制上可與歐洲各國學制接軌，使俄羅斯的大職業教育體系不僅完善且具備國際化特質，能與各國並駕齊驅。

Global financial tsunami in 2008 was not just only impact the western countries， but also influence Russian Federation domestic political and economic environment. Under this environment， how the system of vocational education in Russia response national industrial development and carried out the modernization of programs. In this study will discuss Russian political and economic to be the background， to explore the system， politician， problem， current situation in Russian vocational education. After studying the Russian political and economic environment in 2008 and the education literature analysis， it was found that the vocational education of the Russian Federation not just only focus on students in vocational skills and re-adjusting the type of vocational education subjects， but also have to satisfied unpredicted market demand. Russian vocational education emphasis the innovation of students， the diversification of vocational education programs， the rich teaching method， and the cultivability of students.
