加快教育发展是破解”三农”问题的基础工程。电大作为现代远程教育的主力军，致力服务”三农”，在推动农村人力资源开发方面形成了优势与特色。在新的历史时期，按照”发展开放教育、强化职业教育、拓展技能培训”的思路，电大教育以职业教育为统筹，大力发展开放教育和职业教育，推进高等教育大众化，积极探索远程教育服务”三农”的新体系，将为农村经济社会和谐发展作出新的贡献。

To accelerate development of education is that basis to settle the problem of “the agricultural， the countryside and the peasants”. RTVUs have formed advantage and characteristic in developing rural manpower resources. In new historical period， RTVUs should be in accordance with the thinking of “developing opening educating， strengthening vocational education， expanding skills training”， regarding vocational education as the carrier， developing opening educating and secondary vocational education， advancing higher education popularization， making new contribution in order to advance the social harmonious development of countryside.
