Cooperative Development in Specialization：The Governing Idea of Higher Education Audit in Hong Kong

香港高等教育教与学质素核证以共展所长为其理念，在质素核证过程中，以“切合所需”为原则，建立公正公平的机制，依赖相关机构的通力合作，以实现改善高等教育质量的目标。实践表明，这种模式避免了标准统一的外部评估的负效应，实现了评估主体间的良性互动，促进了教育质量的提高。

The quality audit for higher education in Hong Kong takes “cooperation development in specialization” as its governing idea. The idea was implemented in audit process with “fitness for purpose” as a rule， “fairness and openness” as its mechanism， and through cooperation to achieve the improvement of higher education quality. It has been proved that Hong Kong’s audit model avoids some negative effects of external audit based on universal criteria， promotes constructive interactions among parties concerned， thereby contributing to the improvement of higher education quality.
