再论日本国立大学法人制度

Re─examine the Structure of the National Corporation System in Japan

本文对走遍了5年发展历程的日本国立大学法人制度进行了反思。国立大学法人制度被认为是以独立行政独立制度为原型，根据大学特点进行修正而成的。但政府正在通过资源分配和评价加强对国立大学法人的控制。目前的国立大学法人 制度依然存在诸多缺陷，亟待改革和完善。

The main purpose of this paper is to re─examine the structure of the national corporation system in Japan， which was established in 2004. Although decision─makers have explained that this system had been designed to guarantee the autonomy of national universities， the government’s control over national universities are actually strengthened through approval for university planning and assessment of university performance. It seems reasonable to conclude that there are a lot of challenges against the improvement of this system.
