Policy Adjustment concerning Sustainable Development of Higher Education

在高等教育领的现行政策中，粗放的基础性拨款政策、琐细的经费核销政策受限的教工聘用政策、宽松的教学管理政策，显现了对教育发展的抑制性效应。需要设计和推行以学生规模为基础的混合拨款政策，适度灵活的经费核销政策，实用高效的教工聘用政策，合理完备的教学管理政策。

This study argues that current higher education policies in China are characterized by broad basic funding policy， over─detailed outlay assessment policy， limited faculty employment policy， and loose teaching management policy. In order not to constrain educational development， this study calls fro a nee to design and promote a funding policy based on enrolment scale， flexible outlay assessment policy， practical and effective faculty employment policy， and comprehensive teaching management policy.
