論中國研究型大學的科研──關於清華大學科研工作新發展的思路

Research in the Research University──New Ideas in Research Development at Tsinghua University

近年来，清华大学的科研学术工作取得了新的发展。但在总结成绩的同时，要清醒地看到学校科研工作中存在的不足，最为突出的问题是，工作如何在量的稳步持续发展的基础上实现向质的提高的转变。要围绕提高科研质量和水平，深化科研管理改革。重点是转变科研发展模式，进一步改革科研评价和激励机制，改进和优化科技资源管理分配机制，积极探索跨院系、交叉学科的科研合作体制和机制。

Tsinghua University has made new progress in academic research in recent years. When we review our achievements， we need to be conscious of issues that we have not done sufficiently well. The most imperative issue is how to raise quality while sustaining steadily expansion in quantity in research. That is， to enhance the quality and standard of research， and deepening reform in research management. The key is to innovation the mode of research， reform the mechanism of research evaluation and motivation， improve and optimize the mechanism of research resource management and allocation， and explore the mechanism and operation of cross-department， inter-disciplinary research collaboration.
