University president plays a critical role in the process of building the world-class university. This paper analyses the major institutional strategies and their impact of two Berkeley presidents during the rapid rise of the University from 1920s to 1950s. the characteristics the two presidents shared are as the following: strong leadership skills， strategic far-sightedness and advanced ideas in institutional governance; always regarding fundraising for the University as a key task of their own; steering firmly in vital events， especially in terms of hiring talent and choosing academic development direction， and of accurate and timely decision-making in other key events.
