英文摘要	Integrated power and divided power refers to the direction of power’s effect， individual autonomy and collective consultive power refers the power’s possessing form， and obligatory power and normative power refers to the power’s operating mechanism. Different categories of power interact and affect the composition and characteristics of higher education system and its power structure.
