20世纪90年代以来我国高等教育规模发展的政策文本与实施效果分析

A Textual Analysis and Outcome Evaluation of Higher Education Expansion Policy in China since the 1991s

20世纪90年代以来，高等教育规模发展政策一直是我国高等教育政策的一个重要组成部分。本文首先从规模发展目标、发展方式以及宏观规模管理三方面对这一时期我国高等教育规模发展政策进行文本分析，接着评析了这一时期高等教育规模发展政策实施的效果。在此基础上，分别从政策主体、政策客体和决策过程三方面，提出了今后我国高等教育发展政策创新的路径选择。

Policy for scale development has been an important part of higher education policies in China since the 1990s. This study analyses the policy documents related to scale development in Chinese higher education during this period in terms of the objective， measure and macro scale management. It then evaluates the effect of this policy. In conclusion， the study proposes innovative ways for higher education development in China concerning the policy─maker， policy─receiver and policy─making process.
