Planning and Self ─ Organization of Regional Higher Education Development in China

中国区域高等教育发艰目前存在偏重规模速度的弊端，未来适应中国融入全球化发展的背景，区域高等教育要为本地社会人力资源的有效开发和均衡开发服务，实现这一目标的方式是建立开放的区域社会化学习体系，以及采用”规划”与”自组织”相结合的教育开发策略。

It is a disadvantage to regional higher education in China that lays an overemphasis on the scale and speed of development. In order to prepare China for the challenge of globalization， regional higher education systems are required to provide efficient and coordinate regional─based human resource development. The way forward involves establishing open social learning system， and adopts educational development strategies that combine planning with self─organization.
