The idea of a university development is an abiding question during the progress of university development. The actual development process relies on the conceptualization of this process. This article argues that the idea of a university development is decided by a university present’s view on his╱her administrative achievements， and on the relationships between funding and scholarship， quality and quantity， research and teaching & learning， and theory and application.
