From Implicity to Explicity：A Review on the Policies on Developing Their World-class Universities in Russia

The intention of developing world- class universities in Russia dated back to the beginning of 21 centuries. The government issued a set of policies successively，such as the “Federal Universities”，as well as core policies and supporting ones. From implicit to explicit，Russia has already formed a set of policies aiming at improving competency so as to develop world- class universities. These policies have been proved to be effective and targeting. Actually，establishing world- class universities has been an opportunity to drive the overall development of higher education in Russia.
