Research on the Effects of British University Student Aid Policies: Focus Points, Problems and Implications

Since the 1990s， British university student aid policies have been changing constantly， in which non repayable aid programs mainly included grants， bursaries and scholarships， etc. With the rise of the New Public Management Movement， researches on the effects of aid policies have increased， focusing on impact of aid policies on participation and equal opportunity， impact of aid policies on students' enrollment choice， impact of aid policies on students' academic achievement and distributional effects of aid policies. Based on the related literature analysis， the authors find that there are three main problems hindering the effective play of aid policies: the funding model without considering the levels of universities and their student composition， the absence of a national student-aiding scheme， and frequently adjusted policies. This paper summarizes the focus points of the discussions about the effects of the university student aid policies in British society， and makes some reflections on the related problems in order to provide some reference for China's university student aid policy reforms.
