A Review of the Fund-Raising System of Regular High School Education in China: 1980-2016

This paper reviews the fund-raising system of regular high school education and the implication， focusing on the changes of regular high schools' school-running authority in the macro political and economic context. By analysis， we found that the financial investment system of public regular high schools tirst adopted multi-channel fund-raising strategy and then continuous tiscal support. Local governments have long implemented discriminatory schooling policies and allocated unequal resources to dif:^erent public high schools in the same district，which results in the big investment difference betweendifferent high schools in a city or even a county. This is not conducive to the fair competition among regular high schools.
