In an era of globalization? both global and local factors affect policies and practices of higher education， and these factors interact with each other. Because higher education has extensive social and cultural objectives? we cannot unduly emphasize its economic function^ and cannot require it to contribute to economy directly. As knowledge is basically public goods， overemphasis of its economic value and its attribute as private goods harms both public interests and knowledge itself. Developing countries should adhere to independence in higher education reform and development.
