Guaranteeing the Working Mechanism of Educational Reform Experts for Objective Research ： A Research Report Based on In-Depth Interviews

教育改革需要专家的支持。专家的独立、中立、客观的研究，是保证教育改革健康、公正的前提。因此，要形成一套有利于专家独立开展研究的工作机制：专家组应是多元异质群体，明确专家与决策者的关系，厘清专业意见与决策间的区别，强化精细分工基础上的专业合作，增加决策前的预测研究、改造决策后的追踪评价研究。

Experts are important for educational reform. The experts' independent，neutral and objective research is precondition to guarantee the sound development and justice of educational reform. Therefore， it is necessary to form a working mechanism which could facilitate experts' independent research： making experts team heterogeneous and diverse， clarifying the relationship between experts and policy makers，sorting out the difference between professional advice and decision making，strengthening the professional cooperation based on a detailed division of labor； increasing predicative study before decision making ，and modifying tracking evaluation after policy making.
