法国大学治理模式探析

法国大学治理以教授治校为基本特点，大学校长的权力相对有限。这种治理模式有效地保证了教授治校和学术自由，但却可能造成大学决策的缓慢与闭塞，也限制了大学规模的扩大。但是，大学校长权力的加强又导致大学权力的集中化和学院权力的弱化。近期法国高等教育改革对大学校长权力的削减，可能是法国大学治理模式的回归。

Professors governance is the basic features of French university governance，the powers of university presidents are relatively limited. This governance model effectively ensures the Professors power and the academic freedom，but it may result in slow decision- making and occlusion of the university，and also limits the expansion of the university. However，strengthening power of university president may lead to the centralization of power of the universities and weakening the power of colleges. The recent reform in higher education to cut the power of university presidents is probably the return to French university governance model.
