Redefining the Concept and the System of Quality Assurance in Chinese Higher Education

中國高等教育正處于從外延擴張到內涵發展的戰略轉型期，有效保障和全面提高質量成為核心議題之一。經過長期探索和自我調整，中國正在形成以高校為主體、以學生為根本、以常態監測為手段的高等教育質量保障新理念，正在完善覆蓋研究生教育、本科生教育和高等職業教育三個層次的，包含資格準入、自我保障和外部評價三個主要方面的，較為完整的高等教育質量保障制度體系。這一體系既保持了中國本土特色，也以更加開放的心態融入世界潮流。

During the strategic transition of Chinese higher education from quantitative expansion to qualitative development，effective quality assurance (QA)and ongoing quality improvement have be-come critical.After a long-term practice and active alignment，China is redefining QA in higher educa-tion as a HEi-based，student-centered and normalized monitoring system.This system integrates three levels of education (i.e.，graduate，undergraduate，and postsecondary vocational)and includes bench-mark setting，internal QA，and external evaluation.The system maintains Chinese characteristics while following the international trend with an open mind.
