大规模在线开放教育是在线教育发展的新形态，它很可能引发教育特别是高等教育的一场深刻变革。在线教育发展面临知识产权、可持续发展、教师权益以及文化差异等一系列法律和政策问题，可以从知识目标、支持类型、政策执行等三个维度进行政策分析，并从大学内部政策和政府公共政策两方面加以应对。

Massive Open Online Course (MOOCs) is likely to trigger a profound transformation m higher education all over the world There are debates about issues concerning the development of MOOCs m China，such as intellectual property，sustainability，faculty rights，and culture differences. From the policy perspective，this paper examines MOOCs within a three-dimensional framework of public support for innovation， with research universities playing a key role in the future orientation of MOOCs and central and local governments providing clear strategies and guidance.
