增值评价：学校办学质量评估的一种有效途径

Value-Added Assessment:An Effective Method of School Quality Evaluation

学校增值评价通过对学生纵向发展的衡量，有效区分学校与非学校因素，实现了对学校办学质量的有效评估，从20世纪80年代起，已被世界各国广泛运用于学校评估实践中。在我国，增值评价方法虽然已被研究者接受，但仍未被有效运用于学校评估实践中，还需要进一步加强对学校增值评价理念和价值的认识，有组织地、自上而下地开展学校增值评价，加强增值评价所需测量与评价技术的支持。为了使学校增值评价在我国得到更好的应用，建议明确学校增值评价的目的，科学设计学校增值评价方案，准确解读学校增值评价结果，充分使用学校增值评价结果。

School value-added assessment evaluates school quality effectively through the measurement of the longitudinal development of students and distinguishing the school and non-school factors effectively. Since 1980s,it has been widely used in school evaluation all over the world.Although researchers in China are familiar with the concept of value-added assessment,it has not been effectively used in school evaluation.We need to further promote the understanding of the idea and value of value-added assessment, systematically put it into use from the top down,and increase the measure and evaluation technology support needed by value-added assessment.To effectively use value-added assessment in China,it is proposed that the aim of school value-added assessment should be clarified,school value-added assessment program should be designed scientifically;the results of school value-added assessment should be interpreted accurately; and the results of value-added assessment should be made good use of.
