开放大学办学体系的基层建构与策略研究

Basic Construction and Strategy of Open University’s Running System

我国“5+1”开放大学体制改革告一段落后,开放大学办学体系的基层建构与实现途径引起广泛关注。为推动开放大学办学体系的基层组织建设,本文从理论与实践结合的角度,分析开放大学办学体系建设与电大系统转型升级之间的联系,提出建立开放大学基层学院和学习中心可供选择的政府主导、市场主导、大学主导、合作共建途径与实现策略,并认为应遵循更新观念、统筹规划、建立制度、坚持标准、加强协调、有序推进、平稳过渡等原则,推动基层电大转型升级和开放大学办学体系建设。

After the " 5+1" system reform of Chinese open universities, the basic construction and realization of the school system of open universities has caused extensive concern. This paper first analyzed the relation between open university running system construction and radio & television university system transformation and upgrading. Next, this paper put forward optional approaches and implementation strategies to set up the basic school and learning center of open university, which is cooperative construction oriented by government, market and university. In order to promote radio & television university system transformation and upgrading and open university's running system construction, renewing idea, overall planning, building regulation, following principle, enhancing cooperation, orderly operating, and smoothly transiting must be taken into consideration.
