2009年6月，南非高等教育协会出台了《通向多样化、有效性的南非高等教育系统的道路：2010年－2020年战略框架》，这是在南非高等教育取得了一定成就的基础上颁布的。其主要内容为：南非高等教育的质量可以与世界上最好的高等教育质量相媲美；建立分化型的高等教育体系；高等教育重大转型中应体现出社会凝聚力、非歧视、言论自由和结社自由等。

HESA in South Africa has issued Pathways to a Diverse and Effective South African Higher Education System Strategic Framework 2010-2020 in June 2009, based on some achievements made in South African higher education. It's main contents are as follows: High level quality comparable to the best in the world; High level institutional diversity based on institutional self differentiation; Significant transformation, social cohesion, non-discrimination, and freedomof speech and association, etc.
