中国开放大学创建过程中的政策形成研究——以上海开放大学为例

Formation of Policy for Establishing Open Universities in China: A Case Study of Shanghai Open University

2012年7 月31日，国家开放大学、北京开放大学、上海开放大学成立大会暨揭牌仪式在人民大会堂金色大厅隆重举行。这是中国首批成立的三所开放大学，是中国开放大学建设的一个里程碑，也是当代中国教育改革的一个里程碑。笔者站在开放大学申办的参与者和研究者角度，在本文中探讨三个核心问题：上海开放大学有着怎样的申办历程、取得了哪些政策支持? 这些政策支持是怎样形成的? 从上海开放大学申办过程的政策支持可以看出中国开放大学建设的政策形成有着怎样的特征? 本研究尝试以上海开放大学申办历程中所取得的政策支持为切入点，通过对这一实践案例的分析，总结探索当下中国开放大学创建过程的政策形成过程与形成特征，以期为开放大学建设及其他教育改革提供参考。

The unveiling ceremony of the first three open universities in China, Natioanl Open University, Beijing Open University and Shanghai Open University, was held at the Great Hall of the People in Beijing on July 31, 2012. It was a milestone in the development of open and distance learning, even in the educational reform in China. As the participants and researchers in the establishment of Shanghai Open University, the authors discussed three questions in this paper: 1) What policies benefitted the university? 2) How were those policies formed? 3) what are the features of policy formulation for the establishment of open universities in China? This paper aims to explore the policy formation for establishing open universities in China from the case of Shanghai Open University, and provide some insights to the development of open universities and other educational reform.
