建立现代大学制度 改革高校人才培养体制与机制

Establishing the Modern University System and Reforming Universities Talent Cultivation System and Mechanism

在当前国际国内经济社会发展的新形势下，中国高等院校正面临着新的发展机遇和风险挑战。本文在分析现代大学制度的基本理念和治理内涵的基础上，运用现代大学制度的分析框架对中国高等学校人才培养中面临的若干体制机制问题进行梳理，结合大学人才培养方式的特点和要求，提出了推进现代大学制度建设，改革高校人才培养体制与机制的三点具体政策建议:制定大学发展的战略规划，起草大学章程，及完善大学管理决策与交流沟通机制。

Universities in China are faced with unprecedented new opportunities and challenges. This paper first describes the basic institutional elements of a modern university system. Then， some administration mechanism problems and challenges existing in Chinese universities are outlined based on the analytical framework of the modern university system. Finally， three suggestions are provided according to the features and requirements for universities， which include making university development strategic planning， drafting the university charters， and improving the decision-making and communication mechanisms.
