日本高等教育無償化政策之考察

Discussion of Japan’s Higher Education Free Grant Policy

日本安倍內閣計劃於2019年開始實施教育無償化之相關政策，即針對低所得族群提供教育面之援助。其中，除了幼兒托育補助之外，高等教育階段學費減免的政策方針更是受到各界矚目。安倍政權自2014年以來，透過增稅來帶動經濟發展並充實各社會政策的方針不斷成為各界議論的焦點，隨著2017年內閣改組之後，宣布原擬定之二階段增稅計畫將於2019年實施，且增加的稅收將做為支援教育無償化政策之資本來源。本文將由各學科理論之角度針對日本高等教育無償化政策進行探究，並同時納入臺灣及國際間高等教育費用之相關議題一併深入討論。

Japan’s Abe Cabinet plans to implement the educational free grant policy in 2019, which aims to provide educational assistance to low-income groups. In addition to the child care supplementation, the policy guidelines for tuition fee reduction at the higher education level have attracted attention from the society. Since 2014, the Abe Cabinet keep promoting economic development project through the increase of taxes and enriched its social policy guidelines. With the reorganization of the Cabinet in 2017, it announced that the original two-stage tax increase plan will be completed in 2019. Implement and superfluous taxation as a source of capital for supporting the educational free grant policy. This article will explore the policy from the perspective of sociology and economics. At the same time, it will include discussions on related issues of higher education costs in Taiwan and internationally.
