中文摘要 | 受到全球化、大眾化與市場化的挑戰,高等教育治理模式轉為透過解除管制以提升大學自主性,引進市場機制以刺激競爭,重視績效責任以掌控高等教育品質。而本研究發現,大學教師多元升等制度之推動方式即呈現上述高等教育治理模式,教育部透過競爭性經費形成市場機制,透過授權教師資格自審及多元升等制度內涵設計賦予大學自主空間,透過定期審核多元升等制度試辦情形,並運用其他競爭型計畫經費的增減做為鞭策試辦大學達到計畫指標的績效責任,期藉此解決高等教育重研究輕教學的現況,並鼓勵大學透過自主人力管理發展學校特色。本文反思多元升等制度之推動模式對於高等教育機構治理與學術專業可能產生的影響,俾利未來政策推動與發展之參考。 |
英文摘要 | Faced with the challenge of globalization, higher education expansion, and marketization, the governance of higher education has changed to deregulate control and devolve more autonomy to higher education institutions, to introduce market mechanism to encourage competition, and to emphasize accountability to control the quality of higher education. In the study it is found that the way the government in Taiwan has carried out higher education multi-track promotion system showed some patterns of the governance style which was mentioned above. The government formed a market mechanism by encouraging universities to compete for the funding of the multi-track promotion system, devolved more autonomy to universities by delegating the authority of teachers’ qualification reviews to them, and established accountability of universities. Therefore, the government examines how universities achieve the key performance indicators of implementing multi-track promotion system and decides whether to cut the funding of the relevant project if they didn’t achieve the indicators. The government hopes the strategies to promote the multi-track promotion system mentioned above can solve the problem that research has been valued over instruction in academia and the government can encourage universities to develop their distinctive features. The study reflected the influence caused by the way the government carried out higher education multi-track promotion system on the governance of the universities and academic professionalism as offering reference for the future policy development. |
