中文摘要 | 韓國於2000年制定並公布《終身教育法》,做為推動終身教育的政策綱領,並以每五年為一次規劃「終身教育振興基本計畫」當作推動終身教育的行動準則。韓國依據《終身教育法》,設立「國家終身教育振興院」(국가평생교육진흥원,英譯為National Institute for Lifelong Education, NILE)專責推動終身教育,並於《終身教育法》中的第四章明訂了「終身教育師」的資格、任用,以及在各終身教育機構的配置標準等。國家終身教育振興院亦負責終身教育師的資格管理、證照取得與研修等事項。本文的目的即在於介紹韓國終身教育師的設置概況,以了解此種制度設計對終身學習與教育的啟示。 |
英文摘要 | “Lifelong Learning Act” was enacted and released in 2000 and has become a policy framework for implementing lifelong learning in Korea. Since then every five years a Basic Developmental Plan for Lifelong Education was planned by the government. National Institute for Lifelong Learning-NILE as a government agency was also established, according to the Lifelong Learning Act. The Charter 4 in the Act is about the establishment of lifelong learning educator system, include the qualification, recruitment, and the standards of educator placement in different institutes of lifelong education. The NILE is responsible for the management of qualification, licensing, and further in-service training etc. The purpose of this article is to examine the establishment of lifelong learning educator system in Korea, and to look at its valuable reference for implementing future lifelong learning and education. |
