析論國際成人學習週之推展：以英國為例

Analysis of the Implementation of International Adult Learners’ Week: With a Special Reference of Festival of Learning in the United Kingdom

本文旨在析論國際成人學習週的推動情形，並特別以英國為例予以闡述，以利了解此一國際上終身學習的一項跨國性推展運動，並引申出可供臺灣借鏡之重要啟示。本文使用的方法主要為文件分析法，蒐集並分析推動成人學習週相關國際組織及英國學習節之有關文件資料。內文共分為四部分：第一部分敘述國際成人學習週之緣起與現況；第二部分闡述英國學習節之推展；第三部分進行其他有關成人學習之國際比較；最後則是提出10項啟示，以做為臺灣相關政策訂定之參考，以及本文之結語。

The main purpose of this article is to analyze the Implementation of International Adult Learners’ Week, and take Festival of Learning in the United Kingdom as a example for reference. The method employed in this article is documentary analysis so as to collect and examine the relevant documents from international organizations and the United Kingdom. The content of this article is made of four parts. The first part is to describe origins and state-of the art of International Adult Learners’ Week; The second is to look at the implementation of Festival of Learning in the United Kingdom; The third part is about international comparison of adult learning concerned; The final part is to provide 10 implications for policy making in Taiwan as conclusions of this article.
