教育對國家人才培育的重要性不言可喻。我國在1968年將義務教育由六年延長為九年，並在2014年正式實施十二年國民基本教育，而教育部曾在2007年公布「高中優質化輔助方案」，期能均衡各地高中教育的發展，以落實十二年國教之實施，可看出高中優質化乃是實施十二年國教政策中相當重要的方案。由於高中優質化輔助方案已邁入第17年，有必要進行檢視，進而邁向十二年國教2.0的精進發展。本文主要是聚焦高中優質化的面向，探討高中優質化的成效、困境與因應策略。全文分成三大部分，首先探討推動高中優質化的脈絡與成效，再者析述推動高中優質化的困境，最後則研提高中優質化困境的因應策略。

The importance of education in cultivating national talents is self-evident. In 1968, our country extended compulsory education from six years to nine years, and formally implemented 12-year basic education in 2014. The Ministry of Education announced the “High School Quality Assistance Plan” in 2007, hoping to balance high school education in various regions. development in order to implement the 12-year basic education. It can be seen that the high quality of high schools is a very important plan in the implementation of the 12- year basic education policy. As the high school quality supplementary program has entered its seventeenth year, it is necessary to review it and move towards the intensive development of 12-year basic education policy 2.0. This article mainly focuses on the aspects of high school quality and explores the effectiveness, dilemma and coping strategies of high school quality. The full article is divided into three parts. First, the context and effectiveness of promoting high school quality are discussed. Then the dilemma of promoting high school quality is analyzed. Finally, the response strategies to improve the dilemma of high school quality are proposed.
