The Development and Connotation of the Education for Sustainable Development

本文回顧國際永續教育的緣起及發展的歷程，以永續教育的時間點和相關論述為分析的基礎，從二十一世紀議程（Agenda 21）中對永續教育的執行策略闡述、「聯合國永續教育十年」（UN Decade for the Education for Sustainable Development, DESD）的倡議、永續教育的波昂宣言（Bonn Declaration）、「聯合國永續教育十年」（DESD）的期末成果報告、永續教育的仁川宣言（Incheon Declaration），以及後永續教育十年的永續教育全球行動計畫（The Global Action Programme, GAP），研析永續教育的理念、特質、原則、教育目標、核心能力及推動策略。

This article reviews the origin and development of the education for sustainability. Based on the time frame and related UN’s documents of the education for sustainability, from the reorienting education for sustainable development in Agenda 21, the initiative of “The United Nations Decade for the Education for Sustainable Development (DESD)”, the Bonn Declaration of the education for sustainability, “The Incheon Declaration of the Education for 2030”, and “the Global Action Program (GAP)” of sustainable education, the roles of education for sustainable development are identified, the developmental stages of the education for sustainability are analyzed, and the characteristics, principles, educational goals, core competencies and implementing strategies are summarized.
