基於人權與反恐的英格蘭關係與性教育：課程發展與挑戰

Relationships and Sex Education in England with Human Rights and Counter-Terrorism as Its Main Concern: Curriculum Development and Challenges

臺灣過去十餘年來性別平等教育的推動，主要有賴於《性別平等教育法》的頒布與九年一貫課程和後續十二年國民基本教育將性別平等教育議題納入其中，但是在實施的歷程中，並非一帆風順。主因在於性別平等教育並非獨立科目，而是透過融入方式進行，且議題課程雖重要，但臺灣社會多元的意識型態也對此類課程實施產生極大影響，因此和世界其他國家一樣，面臨許多挑戰。有鑑於此，本文檢視英格蘭的經驗，期望經由了解英格蘭關係與性教育課程的相關法令與政策，特別是《2010年平等法》與2011年反恐策略的影響、相關課程內涵與推動方式及其成效與挑戰，作為我國推動相關課程之參考。

The development of gender equality curriculum in Taiwan has been more than a decade. This development can be mainly attributed to the promulgation of Gender Equlity Act and the inclusion of gender equality education in 9-year compulsory education and 12- year basic education. However, the implementation of gender equality education in Taiwan still encounters many challenges. For above reasons, this paper examines the implemtation of relationships and sex education in England, reviewing the development of related acts and regulations, the curriculum operation mechanism and its achievement and challenges. It is hoped that the case of England can be a useful reference for Taiwan.
