大學系所品質保證現況分析與問題探討

A Study on Current Status and Problems Disscussion of Program Quality Assurance of HEIs

教育部於2017年宣布不主動辦理大學系所評鑑後，系所評鑑的發展產生了重大的轉變。本文目的在分析近年國內大學推動系所品質保證制度的情形，以及探討各校因應作為與面臨問題。經現況分析與觀察後發現，目前大學有四種系所品保方式可供選擇，分別是「不辦理」、「自行辦理不送認定」、「自行辦理送認定」及「委託辦理」。本文也探討學校如何選擇品保模式，以及選擇自辦認定或委辦認可面臨的問題，並分別提出「大學是否辦理系所品保主要來自學校外部壓力，其次為內部需求」、「系所自辦認定仍有規範限制，影響自辦品保發展空間」，以及「系所委辦認可相較前一週期有較大改變，但仍存在評鑑委員適切性的根本問題」三個初步結論，以供實務工作者及後續研究參考。

The program accreditation system has undergone a major change after the Ministry of Education of Taiwan announced that it will no longer conduct the program accreditation since 2017. This artile intent to analysis the program quality assurance policies in recent years and discuss the current problems faced by each HEI. After situation analysis and observation, it is found that the HEI has four ways to choose the program quality assurance methods, namely: “no application,” “self-accredited and without certification,” “self-accredited and with certification,” and “entrust accreditation.” This article also discusses the three aspects of how the HEIs choose the quality assurance model, and the problems on self-accreditation and the HEEACT program accreditation. We respectively proposes preliminary conclusions which included “the reasons of a HEI choose quality assurance methods which is based on its external pressure first then the internal demands,” “the self-accreditation still has restrictions which affecting the development,” and “the accreditation by accrediting agencies has changed a lot compared with the previous cycle, but there is still a fundamental problem on the appraisal of reviewers.” We hope these conclusions can be the referenced by practitioners and the follow-up research on higher education.
