新加坡推動終身學習型態變革對臺灣之啟示

Reflection on the Reform Lifelong Learning System in Singapore

新加坡政府為因應由物聯網、數位化工廠、雲端服務、通訊等技術緊密結合所形成 「智慧製造」之工業 4.0 趨勢，所衍生產業轉型所需人才，於2017年提出《未來經濟委員會策略分析報告》，為的是學校教育已經無法因應未來技能及產業變動，每個人都必 須不斷更新、升級及精深技能，進而達到國家終身學習目的，本文爰就該項政策予以探討。另為聚焦及明確凸顯問題分析重點，本文藉由文獻分析及文件分析法進行探討，進而提出新加坡推動終身學習型態變革對臺灣之啟示，包括建構以職涯發展為基礎之終身學習體系、高等及技職校院教學及學習型態彈性化、建構跨機關終身學習合作機制、發展臺灣國家資歷架構作為跨國銜接及終身學習之基礎。

 

In response to the industry 4.0 trend of "smart manufacturing", formed by the close integration of technologies such as the Internet of Things, digitalized factories, cloud services, and communications, requiring talents for the industrial transformation, the Singaporean government put forward the "Future Economic Council Strategic Analysis Report" in 2017. Education in school is no longer able to respond to future skills and industry changes, everyone must constantly update, upgrade and deepen their skills to achieve the goal of national lifelong learning. This article discusses this policy. In addition, in order to focus and clearly highlight the key points of problem analysis, this article uses literature analysis and the method of document analysis to investigate, and then proposes the implication of Singapore’s promotion of lifelong learning reforms for Taiwan, including the construction of a lifelong learning system based on career development, flexibility of teaching and learning styles in higher education and technical and vocational schools, the establishment of the cooperation mechanism of a cross-institutional lifelong learning, and the development of Taiwan’s national qualifications framework as the basis for cross-border linkage and lifelong learning.
