本文以财政性教育经费占GDP4%政策制定过程中的事实为基础，引入政策科学领域的相关理论和研究视角，探讨科研人员在政策制定过程中的重要作用以及该政策制定中“科研与政策相结合”的特点，通过具体案例展示基于研究的教育政策制定过程的特征、要素和影响因素，以期对教育决策科学化产生一些借鉴作用。

The paper discusses the important role of researchers and the features in the evidence-based policy-making of the 4% ratio of public education expenditure in Gross Domestic Product. The two features are the combination of research with policy-making and the interaction between the internal and the external actors. The paper intends to have reference value to the scientific educational policy-making by finding out the features and factors of research-based policy and ways of research affecting policy-making.
