网络和组织理论视野下的大学治理——兼论我国高校去行政化

The Analysis on Universities' Governance from the Perspective of the Internet and Organization Theory——De-bureaucratization of Chinese Universities

本文从改善大学治理、提高大学组织绩效的角度分析高校去行政化问题，在理论上以网络治理和专业官僚制结构理论为基础，在经验方面总结了欧洲、美国、日本和香港等主要国家和地区近年来大学治理的实践。针对中国高校的具体情况，提出高校去行政化应着重增强大学独立性、增强专业人员作用、提高行政管理效率和强化各种责任机制。

Based on the internet management and bureaucratic framework， this article analyzes the de-bureaucratization of Chinese universities with the hope to foster the universities' governance， and improve the performance. This article summarizes the practices of universities in Europe， America， Japan， and Hong Kong. Based on the Chinese universities' situation， de-bureaucratization of Chinese universities should focus on fostering universities independence， highlighting the roles of professionals and experts， improving management efficiency， as well as strengthening all kinds of mechanism.
