强化农村职业教育的公共性

Strengthen the Governmental Responsibility on Rural Vocational Education

我国农村劳动力的供给正在从”供不应求”转向”既过剩，又不足”，缺乏技能将成为产业升级和经济发展的重要制约因素。农村职业教育对于技能型劳动力的供给具有积极影响，但职业教育成本高，而收益并不高于普通教育，个人的投资意愿不足。并且接受职业教育的更多是低收入家庭子女，个人承担学费的能力弱。本文提出要强化农村职业教育的公共性，增加对职业教育的预算支出，引导企业和社会资本投资农村职业教育。

The supply of rural labor of China has been transformed from the period that demand excesses supply to the period that surplus and shortage coexist. Absence of skill will become the significant restriction to industrial upgrade and economic development. Rural vocational education played positive role in the supply of skilled workers. Because of the higher cost and lower benefit of vocational education in China， people were not willing to invest on it. Furthermore， the majority of vocational students come from low income families and they can not afford the tuition. This paper claims that the government should take vocational education as its own responsibility， increase the budget for vocational education， attract companies and other social resources to invest on rural vocational education.
