抢占世界科技制高点，提升国际竞争能力，促进经济跨越式发展，全国建设小康社会的关键在于人才，特别是对社会能够发挥重要作用的拔尖创新人才。拔尖创新人才的发现、培养和使用是一项复杂的社会系统工程。大学作为造就拔尖创新人才的重要基地，必须着力构建多样化的人才培养目标和模式，充分发挥其在高层次人才继续教育中的重要作用，创设和营造有利于拔尖创新人才成长的条件和环境。

The key for us to enter the leading edge of science and technology of the world， to enhance our international competitiveness， to realize a jumping growth of economy， and to construct an overall well─off society is talents， especially those top─notch innovative talents who play a more and more important role in society. However， it is a complex project to find， cultivate and employ them. As the main base of training talents， the university must be reformed in order to reach more diverse educational goals to provide better education talents’ further education fully， and to establish a more favorable environment for the development of those talents to show themselves.
