英文摘要 | The ideas of educational support to social vulnerable groups in the developed countries have gone through some developmental stages from religion charity to national welfare, from pursuing opportunity equity of enrollment to dedication opportunity equity of school success, and from giving only attention to equity to emphasizing on equity, efficiency and freedom. At present, our government should take on the responsibility of providing educational support to the social vulnerable groups and put emphasis on efficiency. Our attention should shift gradually from concerning enrollment equity to achieving equity in school success. |
