澳、加留学生教育政策效益分析与比较

A Comparative Analysis into Foreign Students Education Policies between Australia and Canada and Their Effects

留学生教育正在成为西方发达国家绿色出口主导产业之一。澳、加两国高等教育规模不是很大，但在留学生教育上不仅规模大，而且常被誉为典范。本文首先研究了澳、加两国留学生教育发展的现状和成果，然后比较分析了两国留学生教育的政策效益及其政策差异的原因，最后提出了四点政策建议，以供我国高等教育政策制定者参考借鉴。

Education of overseas students ahs become a green export industry in developed countries. Both Australia and Canada are regarded as good model countries of having large scale of foreign students for a relative medium scale of higher education system. This article describes present situation and achievement of education for foreign students in the two countries， then compares their policies in attracting foreign students and their effectiveness， analyses the reasons for their differences. Finally it puts forward some policy suggestions for policy makers in China.
